The Galveston City Council has taken a major step toward transforming one of the island’s most popular beach destinations. On Thursday, the council approved a $63,900 contract with BRW Architects to update the Stewart Beach Park Master Plan, signaling renewed momentum for the redevelopment project. The agreement authorizes the City Manager to execute the contract following legal review by the City Attorney.
The decision builds on recent efforts by city leaders to modernize Stewart Beach, including the demolition of its aging pavilion and ongoing initiatives to attract a public-private partnership for future amenities. The updated plan will refine the original 2020 master plan created by Rogers Partners, incorporating new city goals, site conditions, and public input to guide the next phase of development.
What the Updated Plan Will Include
BRW Architects—selected from the city’s pre-qualified IDIQ list—will develop up to three conceptual development options. These concepts will explore:
- Reconfigured parking layouts
- Enhanced beach-user amenities
- Improved pedestrian experiences along Seawall Boulevard
- Conceptual designs for new Galveston Beach Patrol facilities
The update will also include presentation materials and supporting documents for the city’s future developer Request for Proposals (RFP).
Community Engagement and Future Vision
Community participation will play a critical role in shaping the plan. BRW will assist city staff with the preparation and delivery of materials for up to two public or stakeholder meetings, ensuring residents and beachgoers have an opportunity to provide feedback.
Additionally, BRW is expected to present a separate proposal for a real estate prospectus, a strategic document aimed at attracting private investment and advancing the city’s vision for a sustainable and resilient Stewart Beach Park.
Funding and Next Steps
Funding for this phase of work will come from the Hotel Occupancy Tax (HOT) Beach Patrol fund. The finalized plan is expected to serve as a blueprint for future improvements and redevelopment, positioning Stewart Beach as a premier destination for residents and visitors alike.
